Ball Tampering in Cricket-Shoaib Akhtar & Umer Gul Ask to Legalize it?

I want to say something in the context of book that has been written by the fastest Pakistani skipper Shoaib Akhter.

I am sharing here my personal experience that when I was playing cricket. This is so much common here in Pakistan (making a ball for match aka ball tampering) even from the domestic cricket and even in the private cricket zones or clubs, I still remember when I was playing club cricket in early 90's, in my very first match my captain came to me with the ball before starting the second over and showed me one side of ball and whispered in my ear don't rub or shine this side, I never have any idea at that time that why he directed me to did that but I memorized the side and follow the instructions as the captain directed. When the 12th over finished my captain threw the ball at me for delivering the 13th over (the 13th over is the middle of the match as because usually there are 25 overs in a match in club cricket here in Karachi, I don't know the current trend but at that time this was a general rule or what to say a custom) anyway I took the ball and preparing myself for throwing the 13th over I started the run-up, cross the umpire, jump & threw the ball towards the batsman, what was that it was big wide ball, how it happened I shouted, my captain come to me and give some necessary direction anyway I prepare myself for the second ball, took the run-up, cross the umpire, jump and threw the ball the result will be the same but this time ball was not too wide, it was a surprised again for me, this time captain come to me and asked a question would you never used a one sided shine ball my answer was 'yes' the captain then don't say anything but just give me a hint put your ball only on off stump side don't try to keep the ball within the stump, I didn't say anything and follow the instructions as said by the captain, but this hint was so much helpful for me as the remaining over was ended without any wide ball but the over was helpful for the other side as they scored 12 runs in the over.

This was the result of a one sided shined ball on a cemented pitch that was as flat as a runway for plane, but the benefit of this ball could only be avail by a good swinger or a good fast or medium pacer only, how it happens I guide you the main idea.

Many of us who play cricket knows the specification of a cricket ball but I am explaining here for those who don't aware of this, the cricket hard ball is a round ball the inner side is a hard plastic cork ball layered with wound string or thread cord and then covered with 4 layers of leather and that is the upper side of the ball that leather has been shined with chemical (usually solution that is used to join wood)  the upper side has been divided in two halves again the both sides are stitched with thick thread, different brand has different style to use there logo but usually one side has the logo of the company and the other side is blank or plain (it has been seen that many balls have brands on both side of the ball but usually one side has logo while the other is blank), the captain of the fielding side gathered all the player (fielder and bowlers) and directed all the players that not to  shine, spit and rub the one side of the ball, while the other side will be shined through sweat and heavy spitting, this way the side that has been shined with heavy spitting and sweating become heavy from the other side because of the leather material, this heavy side of the ball takes swing in air and become a weapon for a good fast or medium pacer and spinner as well, only a good swinger or bowler knows how to use it, an inexperience bowler could not use it in a proper way.

"Ball Tampering" is term given by International Cricket Council to this kind of act, but is it wise to call it as ball tampering? while on the other hand batsman will never use a brand new cricket bat, every batsman in cricket world use a bat that has been properly stroked (brand new bats has been dipped from bottom side in oil for at least one day and hit with hammer from all side for attaining a good hit in match).

So ICC will have to reconsider its rules and provide even facilities to both i.e., batsman and bowler.
