Best Personal Loan Rates in Pakistan 2026: UBL vs Samba vs HBL vs Askari Compared

**One detail worth noting before you apply:** The same loan amount and tenure can cost you over **PKR 100,000 more** depending on which bank you choose. That gap doesn't come from the interest rate alone — it comes from the rate range (21% vs 36%), processing fees, forced insurance, and your employer category.

## The 2026 Market Context

The State Bank of Pakistan's policy rate has held at **11.5%** for most of 2026, but inflation remains around **10.3%**. This means banks' cost of funds hasn't dropped meaningfully, and personal loans — being **unsecured** — carry rates far above the policy rate. The overall market for personal loans sits somewhere between **18% and 35%** annual markup.

## Bank Comparison Table

| Bank | Rate Range (Annual) | Max Amount | Max Tenure | Min Monthly Income | Key Feature |
|------|---------------------|------------|------------|-------------------|-------------|
| **UBL CashPlus** | 21% – 28% | PKR 3 million | 4 years | PKR 20,000–40,000 | Lowest rate range, lowest barrier |
| **Samba Bank** | 26% – 35.5% | PKR 4 million | 4 years | PKR 50,000 | 0% early settlement (with up to 4% rate premium) |
| **HBL PersonalLoan** | Up to 35.99% | PKR 3 million | 4 years | PKR 35,000 (salary in HBL) | App-based, 50% fee discount for women |
| **Askari Bank** | 31% – 37% | PKR 4 million | 4 years | PKR 40,000–80,000 (by employer tier) | Strict employer grading, highest rates |

## Breaking Down Each Bank

### UBL CashPlus: The Cheapest Option on the Market

UBL CashPlus offers one of the **lowest starting rates** in Pakistan's personal loan market in 2026, beginning around **21%** annual markup. You can borrow up to **PKR 3 million** over a maximum of **4 years**. The minimum monthly income requirement is just **PKR 20,000–40,000**, making it the most accessible product for middle-income earners.

But note: 21% is typically reserved for customers who **route their salary through UBL** or have excellent credit scores. Your actual approved rate depends on your employer category and eCIB credit history.

### Samba Bank: Highest Limit, But Rates Climb Fast

Samba Personal Loan offers up to **PKR 4 million**, with rates starting at **26%** but reaching as high as **35.5%** based on risk pricing. Its unique selling point is **0% early settlement penalty** — but you pay for that freedom with an additional markup of up to **4%**. In other words, if you want to pay off your loan early, Samba won't penalize you, but you're paying for that flexibility throughout the loan's life.

Minimum monthly income requirement is **PKR 50,000**, plus at least **3 months of banking relationship** (salary customers).

### HBL PersonalLoan: Fastest App Approval, But Higher Rates

HBL's personal loan carries rates up to **35.99%**, on the higher end among mainstream banks. But it has two advantages: **app-based approval in as fast as 2 days**, and a **50% processing fee discount for women account holders**.

The income threshold is **PKR 35,000 monthly**, but your **salary must be routed through an HBL account**. If your salary isn't with HBL, this path is essentially closed. Early settlement penalty is **7%** of outstanding balance, and partial prepayment is not allowed in the first year.

### Askari Bank: Your Employer Determines Everything

Askari Bank's personal loan has the **most complex employer grading system** of any bank, and it directly determines your rate and eligibility:

- **Permanent employees**: Government/semi-government minimum **PKR 35,000**; Category A approved companies **PKR 40,000**; Category B/C approved companies **PKR 50,000**; **non-approved companies PKR 70,000**.
- **Contractual employees**: Higher thresholds across the board — non-approved companies require **PKR 80,000**.
- **Rates**: Branch customers fixed at **31%**, non-branch at **33%**, with some categories reaching **37%**.

This is the **least friendly product for employees of non-approved companies**. If you work at a company not on Askari's approved list, you need to earn PKR 70,000+ to even qualify — and you'll likely pay one of the highest rates in the market.

## Hidden Costs: Don't Look at the Rate Alone

**Processing fees**: UBL charges **PKR 6,000 or 1.5% of loan amount** (whichever is higher). HBL charges **PKR 6,000 or 1.25%**.

**Forced insurance**: Askari requires loan protection insurance at roughly **PKR 300–500 per month per million borrowed**. On a PKR 4 million, 4-year loan, that alone adds **PKR 10,000–20,000** over the life of the loan.

**Early settlement penalties**: UBL charges **10%** in year one, **7%** from year two onward. HBL charges **7%**. Samba trades this for a rate premium.

**DBR (Debt Burden Ratio) cap**: All banks enforce roughly **40% of monthly income** as the maximum EMI. This means if you earn PKR 100,000 monthly, your EMI cannot exceed approximately PKR 40,000.

## The Bottom Line

**If you have moderate income and a standard employer**: UBL CashPlus is the most realistic option, with its 21%–28% rate range and PKR 20,000–40,000 threshold making it the starting point for most people.

**If you have higher income, need a large amount, and plan to repay early**: Samba's PKR 4 million limit and 0% early settlement penalty are worth considering — but be prepared for 26%–35.5% rates.

**If your salary is routed through HBL**: App-based approval is the fastest, but 35.99% means you're paying a premium for speed.

**If you work at a non-approved company**: Askari's PKR 70,000 income threshold and rates up to 37% make it a non-starter. Prioritize UBL or Samba instead.
